MicroPact Wins Contract to Develop Web-Based Case Management System for Federal Mine Safety and Health Review Commission

System to assist legal proceedings between mine operators and the Department of Labor’s Mine Safety and Health Administration

Herndon, Va. January 15, 2013 -- MicroPact, a leader in the development of case and business process management (BPM) software, today announced it was awarded a contract by the Federal Mine Safety and Health Review Commission (Commission) to develop a web-based case management system. The case management system, which will be built using MicroPact’s entellitrak software, will automate the legal and adjudicative process regarding emergency response plans, alleged safety and health violations, orders to close a mine, miners’ charges of safety-related discrimination and miners’ request for compensation after mine idling. 

The Commission is an independent agency that reviews legal disputes arising under the Federal Mine Safety and Health Act of 1977, as well as those between the Secretary of Labor and underground coal operators stemming from the Mine Improvement and new Emergency Response Act of 2006. The majority of cases involve civil penalties proposed by the Department of Labor’s Mine Safety and Health Administration (MSHA) against mine operators, and it is the Commission’s job to determine whether the violations in fact occurred and, if necessary, the appropriate subsequent punishments.

Under the contract with the Commission, MicroPact will deploy an integrated, publically accessible case management system for litigants to file claims and for Commissioners and administrative law judges to create and manage dockets and conduct appellate reviews. Migrating and scanning existing electronic case information into entellitrak for active cases (totaling nearly 85,000 dockets), MicroPact’s efile module will allow for electronic filing of case documents and access to case status updates though a web application, providing transparency and a greater understanding of the Commission’s initiatives to the general public.
